2. Boston Scott (or Rashaad Penny)

Speaking of Scott, the Eagles have been incredibly quiet about his progress in the concussion protocol, which sidelined him for Week 3.

Nick Sirianni tends to play his cards close to his chest with injury news. It wouldn’t be a total surprise if Scott ends up playing in Week 4, but the current vibe makes it seem like he’ll sit.

The moment Scott is cleared, however, you can go ahead and replace him on the inactive list with Rashaad Penny. Penny didn’t play a single snap as the RB3 in Week 3, only played 9 offensive snaps when Kenny Gainwell was out in Week 2, and was inactive as the RB4 when everyone was healthy in the season opener.

Whether it’s been struggles learning the offense, a lack of burst as he works his way back from injury or just that the coaching staff thinks Penny is the fourth-most talented RB on the roster, it’s clear that he’s at the bottom of the depth chart right now.

Penny will only suit up if another running back is injured at this point, so Scott’s return would force him back onto the inactive list, where he was in Week 1.

Neither of these guys would get much work as the RB3 with D’Andre Swift dominating and Gainwell still getting his chances, but Scott would slide back in as the top kick returner and a valuable special teams contributor if he returns.
