3. Rashaad Penny

Rashaad Penny is another player simply not in his position group's rotation right now. The electric back was signed this offseason to possibly contend for the Eagles' RB1 role after Miles Sanders' departure in free agency.

Instead, D'Andre Swift has taken hold of this backfield while incumbents Kenneth Gainwell and Boston Scott back him up. Gainwell continues to hang onto RB2 duties despite his recent poor performances. as it's clear the coaching staff still thinks he can make a positive impact.

As long as Sirianni puts his (blind) faith in Gainwell, Penny will remain on the outside looking in.
