Rashaad Penny, RB

Another 2023 offseason signing that didn't work out for the Philadelphia Eagles was Rashaad Penny. The 27-year-old was hoping to be a key cog in the Eagles offense after coming over from the Seahawks in free agency. Instead, he was only active five times and played in three games. His 31 snaps were certainly much lower than what he had in mind. There was simply not much for him to do with the rise of D'Andre Swift and Kenneth Gainwell.

This certainly hurt his market in free agency as well. Teams are understandably hesitant to pay a running back who hasn't performed at all last year. The likeliest scenario for Penny is to wait until after the draft and sign with a team that needs additional running back depth. It could even be the Eagles.

Zach Cunningham, LB

After being one of the best interior linebackers earlier in his career in Houston, Zach Cunningham had a few down seasons before signing with Philadelphia ahead of the 2023 season. The 29-year-old managed to revive his career with the Eagles.

Cunningham is certainly not the destructive force he was back in 2020 when he led the league in tackles with 164, but he is still a solid, every-down linebacker.

Pro Football Focus had him as 70.7 in run defense and 69.5 in coverage, showing his still high-level effectiveness.

It is rather surprising that Cunningham is still on the market. He was on a one-year, $2 million deal in 2023. He could potentially require a raise but he should still have plenty of suitors around the league considering his performance.
