You’d be forgiven if you’ve never heard of Penny Hart before, but pretty soon, that won’t be the case.

A Senior Bowl breakout star out of Georgia State, a small Sun Belt Conference school in downtown Atlanta, Hart made play after play in practice and finished out his week in Mobile as one of the most buzzed-about players in the entire draft.

This kid is a riser.

Measuring in at 5-foot-8, 180 pounds, Hart looks like a skinny Darren Sproles, but with DeSean Jackson‘s speed, and Odell Beckham Jr.‘s hands. He routinely makes plays in space and has a knack for making player miss in a way Philly fans haven’t seen on their hometown team in a looooong time.

Honestly, a fourth-round grade may be a bit too conservative, especially if Hart clocks a sub 4.4 40 yard dash, as may, including myself, believe he will.

Because he is so small Hart isn’t going to be a first-round pick, and his role in any offense will undoubtedly be limited, but the Eagles made their money down the stretch by getting players into space and allowing them to make plays down the field.

Though this may change a bit when Carson Wentz returns to the starting lineup, it’s clear Hart could at the very least be a deadly return man who could, and should receiver a collection of plays where his speed, hands, and elusiveness could0 do damage both as a YAC zone beater, or as a certified deep threat burner.
