West Virginia. Kevin White. 4. player. 28. Heading into the offseason, many figured the Raiders to be poised for a major spending spree when it came to free agency. Given their surplus of cap space and dire need for skill players to surround quarterback Derek Carr with, Oakland looked to be the team with a lot on their agenda.
